I haven't been to Shanghai for years, I really should it has changed a lot recently, lots of fantastic restaurants now and yet they have preserved the Bund area well. So I can't really advise on fabric shops but another blogger went there recently and if you can't find what you need in her posts I am sure you can contact her.
